Qualifying for Medicaid is not easy and only a certain group of those who meet the qualifications are offered this type of insurance. Nationally, Medicaid is only available for a select number of low-income families or individuals who fall into their state's brackets of low-income eligibility. Each state determines its own rules of eligibility.
