Qualifying for Medicaid is not easy and only a certain group of those who meet the qualifications are provided this form of insurance. Nationally, Medicaid is only offered to a select number of low-income families or individuals who fall into their state's brackets of eligibility. Each state determines its own rules of eligibility.
